There used to be a lock file that would block the 2nd access but now its supposed to be detected by the OS and reported back as a conflict. With 2019 it should detect that two writes are attempted and warn you but this is more tested with iCloud - Dropbox can change how it works, etc. You will no longer be working on one file and there's no way to "merge" the changes. If two people access a QB file on Dropbox at the same time Dropbox will make a copy of the file and give that to the 2nd user. The Community will be sure to get back to you.
